Gov. Brown signs small district joint powers authority, student discipline bills

While Gov. Jerry Brown has yet to announce his actions on the majority of 2017 legislation affecting K-12 education, he announced this week that he has signed Assembly Bill 1550 (Limón, D-Santa Barbara), AB 667 (Reyes, D-San Bernardino) and Senate Bill 344 (Bradford, D-Gardena), all of which are supported by CSBA. AB 1550 codifies into law the ability of two or more small school districts (less than 2,501 average daily attendance) to form joint powers authorities for the purpose of sharing the administrative costs of issuing and selling facilities bonds. AB 667 is a student discipline law requiring that students who are being suspended be notified of the other means of correction which were attempted prior to the suspension, so that students and families can better understand how prevention and intervention (as opposed to the “last resort” of a suspension) can better address the root cause of behavior issues. SB 344 extends a temporary provision allowing counties with an ADA greater than 180,000 additional time to process interdistrict transfer appeal requests. The Governor has until Oct. 15 to sign or veto 2017 legislation — it is expected that, as has been typical in prior years, he will act on most K-12 education bills closer to the deadline. The State Board of Education is seeking applications for four appointments to serve on the Instructional Quality Commission. Applications will be accepted from currently practicing teachers and/or education leaders with experience and expertise in special education, elementary grades, mathematics and/or ethnic studies. The DACA Repeal: Resources for school districts and Dreamer teachers

Roughly 5,000 teachers in California will be affected by the Trump administration’s plan to cancel the Deferred Action for Childhood Arrivals program, joining hundreds of thousands of individuals, known as 
"Dreamers," across the state and the country facing an uncertain future. The deadline to submit DACA Renewal Requests is tomorrow, Oct. 5.
