New brief about special education laws available

More than 754,000 students with disabilities received special education services in California during the 2016–17 school year. School board members are responsible for ensuring that their local educational agencies provide appropriate educational opportunities for these students. A new CSBA brief, “Students with Disabilities: Their Education and the Law,” provides guidance to board members regarding the federal Individuals with Disabilities Education Act, or IDEA, and what these requirements mean in the school context. Annual adjustment to bid threshold for contracts awarded by school districts

School contracts involving the purchase of equipment, materials or supplies to be furnished, sold or leased to the school district (this excludes construction services) and select repairs valued at more than $50,000, adjusted for inflation, requires an annual adjustment by law. Public Contract Code (PCC) Section 20111(a) requires school governing boards to competitively bid and award these contracts to the lowest responsible bidder. The 2018 adjusted bid threshold will increase 2.2 percent to $90,200. Learn more »

New law: Eric Paredes Sudden Cardiac Arrest Prevention Act

A new California law requires all K-12 schools in the state to educate coaches, parents/guardians and student athletes about sudden cardiac arrest. Assembly Bill 1639 (Maienschein, R-San Diego) requires coaches of athletic activities to complete the sudden cardiac arrest prevention training course and retake the course every two years. The requirement applies to coaches of interscholastic athletics, cheerleading and noncompetitive cheerleading, club-sponsored sports activities and practices, interscholastic practices and scrimmages. CSBA Delegate Assembly election ballots mailed

Ballots for the election to CSBA’s Delegate Assembly have been mailed to all member boards in CSBA regions where an election is required. Ballots must be returned to CSBA and must be postmarked by the USPS no later than Thursday, March 15. More information about the Delegate Assembly may be found on CSBA’s website.

LCAP eTemplate set for release in early February

Next week, the California Department of Education is scheduled to release a new eTemplate system for school districts and county offices of education to aid in the development, review and approval of Local Control and Accountability Plans. The initial web-based template will be geared towards the drafting of LCAPs, with additional features rolling out in the coming months. The eTemplate will be released first to county offices of education; COE coordinators will then notify school districts of its availability. CSBA will report additional details on the LCAP eTemplate as they are made available from CDE.
